Eligibility
To be eligible for the Latvian State Scholarships 2025, applicants must meet the following criteria: Degree Levels Bachelor’s Degree: Applicants must have completed at least one academic year at a recognized higher education institution. Master’s and PhD Degrees: Open to graduates from any higher education background, provided they meet the university’s entry requirements. University Admission Requirement Applicants must secure admission or a confirmation letter from a Latvian higher education institution (HEI) before applying for the scholarship. Financial Conditions Cannot be combined with other scholarships or grants. Students must cover their own travel and insurance expenses. The scholarship covers monthly stipends but may not fully cover tuition fees.

The fully funded scholarships provide monthly stipends, depending on the degree level: Bachelor’s Degree & 2nd Level Professional (Years 1–3): €500 per month Master’s Degree & 2nd Level Professional (Year 4 and beyond): €600 per month PhD Students: €700 per month Additionally, funding is available for summer school programs, offering students and faculty the chance to engage in short-term academic and cultural exchange programs in Latvia.
