Eligibility

Pakistani citizens residing and working in Pakistan
8–18 years of progressively responsible professional/work experience
At least 16 years of formal education
Strong fluency in spoken and written English
Commitment to returning to Pakistan and contributing to national development

Ineligible Candidates:

University teachers or researchers without management experience
Those who studied in the U.S. in the last 7 years
Dual U.S./Pakistan citizens
Those with long-term U.S. residency in the past 5 years
Applicants with close U.S. family ties (spouse, parent, or child over 18 who is a U.S. citizen or permanent resident)

Degree Level

USEFP - Hubert H. Humphrey USA Fellowship Program 2026 (Fully Funded) is available to undertake Fellowship level programs at USA Universities.

Available Subjects

Applications are encouraged in the following priority areas:

1. Human and Institutional Capacity
Economic Policy and Finance
Public Policy Analysis and Administration
Technology Policy and Management
2. Rights and Freedoms
Communications and Journalism
Law and Human Rights
3. Sustainable Lands
Agricultural and Rural Development
Natural Resources and Environmental Policy
Urban and Regional Planning
4. Thriving Communities
Public Health Policy and Management
Substance Abuse Education and Policy
Educational Administration, Planning, and Policy

Benefits

The fellowship is fully funded by the U.S. Department of State and includes:

Full tuition and academic expenses
Airfare (round-trip international travel)
Living stipend
Health insurance

Eligible Nationalities

Open to Pakistani Students only.

Eligibility Criteria

Pakistani citizens residing and working in Pakistan
8–18 years of progressively responsible professional/work experience

English Language Requirement

The Duolingo English Test is mandatory with the application. However, TOEFL iBT and IELTS scores are also accepted.
